State Laws & Regulations

Connecticut law requires contacting CBYD prior to excavation involving mechanized or powered equipment. These laws exist to protect underground utility infrastructure and, most importantly, the people working around it.

Connecticut’s Call Before You Dig (CBYD) program is effective, free, and required by law. Excavators and permit-issuing agencies share responsibility for compliance and public safety.

On January 30, 2024, the Public Utilities Regulatory Authority (PURA) issued a memo to all excavation permit-issuing agencies in Connecticut clarifying responsibilities under state law.

Is this for my project?

Design & Survey is intended for projects that are still in the planning or design phase and are not scheduled for excavation within the next 30 days.

  • Early-stage planning or design work
  • Large-scale or phased projects
  • Projects requiring coordination with multiple utilities

What does Design & Survey do?

The Design & Survey tool allows you to submit proposed project information to potentially affected underground utility owners for advanced planning and coordination.

This helps you design your project around existing underground facilities and identify the appropriate utility contacts early in the process.

What this is not

Design & Survey is not an excavation ticket and does not authorize excavation or request utility markouts.

  • No utility locating or marking
  • No excavation authorization
  • No replacement for a CBYD E-Ticket

What happens after I submit?

Your request is shared with potentially affected utilities. You are responsible for following up directly with utility owners using the contact information provided.

When excavation is planned within the next 30 days, you must submit a CBYD E-Ticket and wait the required response time in accordance with Connecticut law.

Utilities, Locators & Emergency Contacts

CBYD maintains directories of Connecticut utilities and private locating services, including emergency contact information for underground facility owners that are members of the CBYD system.

These resources are intended for situations involving utility contact, damage, or emergency coordination. They are reference materials and not instructional content.

Any damage or suspected violations should be reported using DamageAccess.

Reports & Forms

CBYD publishes reports and statistics to provide transparency into call center activity and annual operations.
